I think this problem occurs with new architecture of the WIndows 8 and later (including WIndows 10). (sometimes, you had to disable signed driver only) If you want to use Xinput with F710, try this (read the forum) If you had the same problem like i experienced, i had to mod some drivers so, my brother's F710 is recognised as Xbox 360 controller)(wired version, F310, do not have this problem). You owned Logitech F710 (wireless with feedback), which i was get into trouble when using with my brother's Win8.1 64bit (no Xinput detection.
